What is an Educational Oversight Review?

Educational Oversight Review (EOR) is the method used for reviewing and monitoring private providers of higher education courses in the UK that do not receive direct annual public funding from any UK higher education funding or regulatory body.

Launched in July 2024, EOR replaces the four separate methods that were previously used: Higher Education Review (Alternative Providers); Higher Education Review (Foreign Providers); Recognition Scheme for Educational Oversight; and Educational Oversight: Exceptional Arrangements

Educational Oversight Review guidance

This guidance document details who should undertake EOR and for what purposes – such as Student Sponsor Licence or specific course designation. It also explains how the review will be conducted and the activities it includes. The fee structure for EOR can be found below.

Educational Oversight Review (EOR) Concerns Scheme

The EOR Concerns Scheme allows students, staff and other individuals or organisations to raise concerns about the academic standards and quality of higher education delivered by independent providers that are reviewed by QAA either for specific course designation or educational oversight.

The Scheme can be used to investigate concerns which are affecting, or have the potential to affect, several students, the collective student interest, or the wider public or sector more generally. QAA cannot consider concerns linked to:
  • matters of academic judgement
  • individual cases
  • grievances against individual staff
  • isolated mistakes or occurrences of bad practice.
