About this consultation

This consultation invites comments on a draft handbook for a new QAA method for International Programme Accreditation, which sets out the proposed end-to-end process and is written for the institution and the programme seeking accreditation. The consultation runs from 17 June to 3 July 2022 (23:00GMT).

Why are we consulting?

International Programme Accreditation (IPA) is designed to offer institutions outside of the UK the opportunity to have an independent peer review of their curriculum development and quality assurance process.


This includes the systematic monitoring and evaluation of learning and teaching, and the processes that support them to make sure that the standards of academic awards meet the required level and that the quality of the student learning experience is being safeguarded and coninually improved. This will be combined with specific review of individual programmes of study, which may lead to Programme Accreditation by QAA.


IPA is designed to benefit higher education institutions by enabling them to analyse and improve their programme’s quality assurance systems, which supports curriculum development and helps students achieve the best outcomes.


IPA aims to launch at the end of July 2022. Your comments on the draft IPA Handbook will help us to ensure that the method reflects the needs of the international higher education institutions and will drive improvement and excellence across the international higher education community.

Who should respond?

We welcome contributions from anyone with an interest in higher education, especially:

  • all IQR/IQR for ACE Impact institutions - at any stage in the process, or completed
  • higher education institutions who have an interest in QAA International Programme Accreditation
  • all agencies with whom QAA shares a Memorandum of Understanding or Memorandum of Cooperation.
  • members of the Qualifications Beyond Boundaries Group.
