The QAA Recognition Scheme for Access to Higher Education provides the framework of structures, mechanisms and regulations through which QAA exercises this responsibility. Within this framework, QAA licenses organisations to approve Access to HE Diplomas, recognise Access to HE courses and award Access to HE Diplomas to students. An organisation which has been licensed by QAA for these purposes is known as an Access Validating Agency (AVA).

Following a 2025 consultation on regulating and licensing an international Access to HE Diploma, QAA decided not to proceed with a full pilot.
