Higher Technical Qualifications (HTQs)
Supporting the design of HTQs
This toolkit, commissioned by the Gatsby Foundation and published jointly with QAA, helps higher education awarding bodies in England develop Level 4 and Level 5 programmes that are fully HTQ‑ready. It enhances existing quality processes by providing a focused lens on the unique requirements of HTQs - classroom‑based delivery, alignment to occupational standards, and strong employer endorsement.
By ensuring programmes are robust before entering external approval, the toolkit aims to minimise delays, reduce the need for post‑validation changes, and support a smoother approval journey. Because qualifications cannot be marketed as HTQs until approval is granted, avoiding delays is essential for timely student recruitment.
Designed to complement - not replace - current quality management systems, this resource helps institutions confidently develop high‑standard HTQs that meet employer and industry needs.
