QAA signs MoU with Philippines Commission on Higher Education

Date: May 20 - 2026

The Quality Assurance Agency for Higher Education has signed a Memorandum of Understanding (MoU) with the Commission on Higher Education of the Philippines.

The Commission on Higher Education was established in 1994 to promote relevant and quality higher education, to ensure that quality higher education is accessible to all, to guarantee and protect academic freedom, and to institutionalize transparency and accountability.

The MoU includes commitments for the two organisations to work together to enhance their understanding of each other's approaches to assuring quality in higher education, to share information, news and advice, and to support staff development and the development of a national transnational education strategy for the Philippines, as well as to collaborate in such activities as the quality enhancement of TNE, the identification of fraudulent institutions, awarding bodies and accrediting agencies, supporting student mobility, and undertaking research on quality-related issues.

The signing ceremony took place during the Education World Forum in London on 20 May.

QAA Chief Executive Karl Leydecker said: "It's a great pleasure to meet our colleagues from the Philippines to sign this MoU. Our two organisations share similar values in our commitments to high-quality education and we very much look forward to working with the Commission on Higher Education to share knowledge of our approaches and our systems, to collaborate in areas of mutual interest and benefit, and to support and promote the assurance and enhancement of higher education provision in both our nations."
