QAA publishes country report on Qatar

Date: October 28 - 2025

The Quality Assurance Agency has published a new report on Qatar as part of a series of Country and Territory Reports that QAA regularly produces to offer our International Insights Members an overview of the higher education and regulatory landscape of key countries for UK transnational education, partnerships and collaboration.

With a population of about 3.1 million people – of whom 88.4 per cent are temporary, non-Qatari migrant residents – Qatar is situated to the north of Saudi Arabia in the Persian Gulf. It is the richest country in the region, and has the 10th highest GDP per capita in the world. Supported by its education provision, the country is now working to establish itself as a hub of innovation in AI, digital and new technologies.

Qatar’s education strategy (2024-2030) articulates a mission to ‘establish an inclusive and innovative educational environment that promotes values and ethics and qualifies the learner with high skills to prepare a conscious generation capable of building an advanced society and a prosperous economy’.

The nation has welcomed to transnational higher education partnerships and provides scholarships to Qatari citizens, to study both at home and abroad.

Our new country report charts the higher education landscape in Qatar, its governmental oversight and its ranges of institutions, its arrangements for admissions and funding, and its qualifications framework and quality assurance protocols, as well as the use of English as a language of instruction, and the growth of transnational education in Qatar – where 55 UK providers currently offer some mode of provision, including nine delivering face-to-face provision in partnerships with local providers.

It also details the mechanisms for the quality assurance and regulation of TNE and online distance learning in Qatar, and surveys the patterns and trends demonstrated by student data.
