New report explores growth of Turkish HE

Date: April 28 - 2026

QAA has published a new report on Türkiye, as part of our series of Country and Territory Reports which offer our International Insights Members overviews of the higher education and regulatory landscapes of key countries for international student recruitment, transnational provision, partnerships and collaboration.

With over seven million students enrolled across more than 200 institutions, 42 per cent of its population under the age of 25. and strong government investment in widening access to higher education, sustained growth in Türkiye's HE market seems assured.

Türkiye’s higher education system is governed by its Council of Higher Education. Its quality is assured by the Turkish Higher Education Quality Council, which holds full membership of both the European Association for Quality Assurance in Higher Education and the International Network for Quality Assurance Agencies in Higher Education, and which is listed on the European Quality Assurance Register.

Our new report considers the roles of Türkiye’s key HE bodies, examines the priorities of its Higher Education Roadmap for 2030, and looks at the structure of its HE landscape, its qualifications framework and its quality assurance mechanisms for institutional accreditation.

It goes on to look at the nation's ambitions for the internationalisation of its higher education sector, its transnational partnerships and joint provision, and its growing success as a regional hub for internation education.
