New guide charts the opportunities and risks of TNE in Malaysia

Date: February 11 - 2026

The Quality Assurance Agency has published a new Country & Territory Guide to Malaysia, exclusive for participants in our scheme for the Quality Evaluation & Enhancement of UK Transnational Education (QE-TNE).

Originally commissioned by Universities UK and GuildHE and launched in 2021, the scheme serves more than 70 participating institutions.

Our scheme's new and refreshed iteration will be introduced at a special online event on Thursday 26 February, open to all who are interested in in TNE. This updated iteration will also be introduced to the scheme's participants as part of our in-person QE-TNE Conference to be held in Birmingham on Tuesday 3 March.

Our new Country Guide explores higher education practice and policy in Malaysia, whose government's strategy aims to create a world-leading HE system to underpin the nation's global economic competitiveness and success – with emphases on access, equity, efficiency and quality.

With a population of about 35 million people, and a growing international student market, Malaysia represents a mature market for UK TNE. Indeed, the first of its five current British branch campuses opened a quarter of a century ago.

Our guide considers the key stakeholders in Malaysian HE, and charts the types of providers which comprise its higher education landscape – including 162 public institutions (of which 20 are universities) and 495 private providers. It also details admissions processes, tuition fees, local student funding opportunities, and the uses of English as a language of instruction.

It goes on to explain Malaysia's qualifications framework and its mechanisms for quality assurance and accreditation.

Our Country Guide looks at the "long and respected history" of TNE in Malaysia, a field in which more than 25 UK universities are currently active. It lays out the opportunities and risks of Malaysian TNE, and examines the student data and the regulatory environment for TNE.
