Tertiary Quality Project

QAA is delighted to have been commissioned by the Scottish Funding Council (SFC) to lead key areas of Scotland’s Tertiary Quality Project (TQP). The TQP involves the development and delivery of a common approach to assuring and enhancing quality in Scotland’s tertiary sector from academic year 2024-25.


We are leading on two important project workstreams in collaboration with the SFC, sector agencies, and staff and students from Scotland’s colleges and universities.

Our current external review method is Quality Enhancement and Standards Review (QESR), operating until academic year 2024-25.


The Tertiary Enhancement Topic is 'The future of learning and teaching: Defining and delivering an effective and inclusive digital/blended offering'.

QAA Scotland publishes Annual Report 2022-23

QAA Scotland has published its Annual Report for the 2022-23 academic year.

The report summarises the breadth of work QAA Scotland carried out across the year in providing a platform for open, collaborative and enhancement-focused discussion across the Scottish higher education sector. Highlights from the year include:

  • Delivery of the third year of the Resilient Learning Communities Enhancement Themes and celebrating the transformative impact of the Themes in Scotland over the last 20 years through the ‘20 Years of Enhancement’ campaign
  • Hosting an International Enhancement Conference, engaging more than 300 representatives from universities and colleges in Scotland
  • QAA Scotland was commissioned to lead two key areas of the Tertiary Quality Project and has begun to lead the development and planning for delivery of an external enhancement-led peer review and national thematic enhancement activity for colleges and universities
  • The launch of the first cross-sector Tertiary Enhancement Topic, which has provided an opportunity for collaborative quality enhancement between colleges and universities.
